Make the PDF with this tool
- Step 1 is set to “New Zealand visa”, and step 3 is set to: A4 portrait, 1 image per page, 10 mm margin, file size not more than 10 MB.
- In step 2, upload the images. Arrange them by dragging on the page preview, or with “Move earlier” and “Move later”. Rotate or crop them if needed.

Common reasons for rejection
- The file is password-protected or compressed.
- The PDF has a watermark.
- The passport scan is blurred or has glare, has no space around the edges, or has a background close to the colour of the passport.
